Despite the fact that it is unknown whether or not he was ever elected to any Parliament, eminent, respected, and self-effacing Justice D. F. Annan served as the first Speaker of the Fourth Republic for the first and second Parliaments. He claimed that Bagbin cannot compare to him, adding that respected and equally self-effacing Mrs. Justice Joyce Bamford Addo was another capable Speaker of Parliament despite never having been elected a Member of Parliament.

Amidu claimed that as Speakers of Parliament, Justice Annan and Mrs. Justice Bamford Addo never boasted about their skills but instead showed humility and tolerance for criticism from the public and lawmakers.

Therefore, he commanded Alban Bagbin to follow the example set by his predecessors and continue serving as an umpire in the House’s activities rather than as a transactional member.
