Tracy Edwards, 32, ran away from an apartment complex on 25th Street in Milwaukee, Wisconsin, on July 22, 1991 while wearing handcuffs around his wrist.
He was able to signal a passing police vehicle, and he informed the officers that a “freak” by the name of Jeffrey Dahmer had tricked him into going to apartment 213.
The criminal scene the cops discovered as they followed Edwards back to the apartment gave them nightmares for the rest of their lives.
